And I did query the voluntary restraint notices with WCC when they first appeared on the OX Drove (and elsewhere) a few years ago.

They admitted they were just a cheap way of (hopefully) stopping people using the route to lessen the impact and reduce maintenance costs. They told me they had not consulted with any user groups (so definitely not a LARA Voluntary Restraint Scheme) and admitted they had no legal basis, if users continued to ride/drive the route there was no action they could take. They just hoped people would adopt common sense and avoid the routes if too wet.

Which isn't totally unreasonable.
Surely a bit of self restraint is 1000 times better than a TRO if it can be a relatively permanent 'arrangement'.
