Could somebody explain in lay terms the pros and cons of Tim Stevens' proposals?

Hi Steve and Andy and all reading this thread.

I have to go out in a minute for the remainder of the evening but I would like to try and throw some light on Andy's breakdown of the Proposals.

I will do so tomorrow morning, which will hopefully offer some explanation (IMO) of what we are reading in these proposals.
