The problem with waterproof inner liner is that the outside gets soaked which seems a bit of a negative aspect to me.

I've got a pair of Rev'it Cayenne Pro pants (well...they are american :)) that have a waterproof inner liner
They don't really get soaked, even after walking through thigh high muddy ditches/rivers - well, not enough that you notice.
They don't stop your boots filling up with water in this case though - Seal skinz is what you need for that squishy but dry feel

Any old water proof over trousers will do the job

Nah I prefer breathable one as opposed to "boil in the bag" ones

These JTS camo trousers have lasted me two years, fully waterproof (but not breathable) removable liner and the just fit over MX boots

I use £3.99 braces from the Army & Navy shop to hold 'em up

Get some Dutch Army goretex camo over trousers and you're sorted.

I Use British Army goretex over trousers...

Yeah, I've used the British Army ones before too but the quality is (pardon the pun) pants compared to the Dutch ones; my current pair I've been using for 6 years and no rips. If you see some of the Dutch ones on Ebay grab them. :)
