I'am not sure the tyre should "Pop" on to a tube type rim they have a different bead to a tubeless rim.

I second that, mx rim types use the rim lock to secure the tyre to a degree i.e to stop the tyre rotating on the rim and to keep the tyre in place as the inner tube provides the inflation. The need to provide a seal to ensure inflation is not needed.

I've also puzzled over this issue. When I tried riding on it thinking it would centralise itself; it didn't, only wobbled a lot.
Only way I could do it was at a garage pump where it can blast air in quickly.
I have tried it up to 85psi on my home electric pump but that didn't work.

Are you sure the tube isn't twisted inside the tyre.
Put some air in tube before you fit it,just enough to loosely form it shape.

It will be a rim and tape caught under the tyre bead.
