Not when the TRO is a good idea. The overwhelming majority of TRO's aren't on green lanes.
The public funds used for a local paper ad aren't significant in comparison to the amounts used for PI's, legal costs, consultations, council time etc. Time and time again we see that authority is prepared to waste funds seeking to impose flawed TRO's. Quite clear that those driving these have no qualms about wasting public funds and aren't in the least concerned about the price of a local press ad.
Local press ad must've been the cheapest aspect of Stonehenge fiasco! Who's gonna care about that when you've just been handed £10million of public money to fritter away with no safeguard in place to ensure good value.
