Absolutely! This is exactly the kind of political action that we should have been involved in for years.

We are legal, legitimate users and there is no reason why we shouldn't be out there very publicly demanding fair and reasonable treatment!

:D Thanks to all of you who took the time to sign our petition, the total from the on line part is 1064, but we also have some paper signature to add to the count from those without access to an on line facility.
I now need to compose a short succinct speech of 3 minutes and nominate which committee to lay out our concerns to.

Dear All

Really good news everyone. Surrey County Council have reacted favourably to our petition, to bring in a Code of Best Practice, to improve TRO decision making. The follows Councillor's unsuccessful attempts to make TROs against the advice of their officers. The update is here: http://petitions.surreycc.gov.uk/Rights-Of-Way/
We still need to see what they come up with, in terms of the Code text.

Petition update 3, 28 September 2011

This petition was considered by the Planning and Regulatory Committee at its meeting on 7 September 2011. The Chairman of the Committee responded to the petition as follows:

"The Planning and Regulatory Committee is always grateful to hear the views of Surrey residents in regard to its procedures. I welcome this submission from Michael Wheaton.

We take on board the suggestions. Countryside Access Officers will review the Code of Best Practice in Planning Procedures in consultation with me, the vice chairman and Local Committee Chairmen, with a view to incorporating a similar code for rights of way issues. When a draft is completed it will be taken back to the Planning and Regulatory Committee for approval."

If it could be left for a short while longer I would like to update the final outcome of this.
Yes we saved two Byways from certain TROs.
Yes we left a very vociferous anti councillor with a lot of egg on his face.
Yes, we also managed to get other councillors to grasp the the concept that most riders on Trail bikes are well behaved,but they are tarnished badly by the actions of a minority of morons, who have no thought for others.
We are awaiting a very favourable outcome to the principles of the petition that has nearly finished doing the rounds for comments and inclusions.

The wording has had some subtle changes to it[ nothing drastic] and now has to go back in front of the Local Access Forum, [L.A.F.], after their definitive input it should become a local statute.
